BUDGET MEETING MINUTES

Chairman Alan Ference called the meeting to order at 7:07 P.M.

PRESENT TO SPEAK
1st Selectman Mailhos handed out a sheet with the actuals for the snow budget. She informed the Board that we are waiting on a salt delivery. She is hoping we won’t need it. We are at -$51,161.
She then spoke about the meeting recordings and FOI laws regarding the recordings. Discussion followed. It was decided that the recordings be downloaded at the end of the meeting whenever possible going forward.
APPROVAL OF MINUTES
Motion to approve the meeting minutes of 2/19/14 was made by Alan Ference, Jim Bulick seconded. All were in favor, motion carried. Elizabeth Treiber abstained.
Motion to approve the meeting minutes of 2/20/14 was made by Alan Ference, Jim Bulick seconded. All were in favor, motion carried.
Motion to approve the meeting minutes of 2/27/14 was made by Alan Ference with the following addition, Elizabeth Treiber seconded. All were in favor, motion carried. Peter Latincsics abstained.
Elizabeth Treiber asked that comments explaining the increase be added. The increase is from personnel wages, propane and deletions of investment contribution. Also the Director chose to take the waiver in lieu of health insurance.

NEW BUSINESS
Budget Presentations
Probate Court
The request is for $2,931which is an increase of $512 or 21.2%. This covers Willington’s share of the operating costs.
Registrar of Voters
Gail Kapinos and Christine Psathas, Registrars presented their budget request. The request is for $27,744 which is an increase of $873 or 3.2%.
Board of Finance
The request is for $3,856 which is a decrease of $529 or -12.1%.
Treasurer
Tish Ignatowicz presented the request. The request is for $29,663 which is an increase of $682 or 2.4%.
Board of Assessment Appeals
The request is for 1,273 which is flat funded from last year’s amount.
Town Clerk
Donna Hardie presented the budget request. The request is for $102,969 which is an increase of $3,534 or 3.6%.
Conservation Commission
The request is flat funded at $1,500 from last years approved amount. Bob Chabot review their plans for the Board.
Planning and Zoning
The request was for $119,329 which is an increase of $21,058 or 21.4%. No one was present to discuss their request.
Zoning Board of Appeals
The request is for $4,403 which is an increase of $72 or 1.7%.
Economic Development
Tom Treiber presented the budget request. The request is to flat fund the budget for $900.
Inland Wetlands
The request is for $2,000 which is the same as last year.
OLD BUSINESS
WFD #1 Compensated Absences
The topic was addressed again on the agenda because of the concern if this line is fully funded now. Stu Cobb informed the Board that after going thru his calculations that the fund is covered up to date.
Discussion followed which included having the fund as its own budget line item.

GOOD & WELFARE
Jim Bulick asked if we could find out the number of families are helped by the WYFSS. He also asked the number of calls the Dog Warden goes on.
ADJOURMENT
Chairman Ference asked for the Board members to bring back the comments of what they like and don’t like for next week’s meeting. We will be holding discussions next week and voting on the budgets the following week.
The meeting was adjourned at 9:20 p.m.
